Verdict: in the official rules, the player to the dealer's left opens. A popular alternative gives the opening to whoever holds the lowest card, hunting upwards from the 3 until someone owns up.
Our ruling
Left of dealer is instant and argument-free, which for this game feels almost radical. Lowest-card-opens is charming and slow. It remains a house rule; only one is official.
